Noes, I believe Vivi is a guy (or well, everybody in FF9 refers to him as "he" as I remember). And yes it's cool to be Vivi cuz he's so cute and kinda innocent/curious as the caption on the pic hints. He's also pretty down to earth and loyal. He's possibly my favorite character from that game other than maybe Red Kuja who's quite evil but definitely hawt. XD
